  7. Finalize
    • Complete Preliminary Design of the Preferred Plan including a potential implementation strategy.

    • Document the process leading to the Preferred Plan.
  9. Transportation Environmental Study Report
    • (Available for a 30-day Public Review Period)
  10. Clearance
    • The Class EA (2024) requirements are met and the EA process is complete. The project can proceed to Detail Design.
